This is not a Request for Proposals, and there is no solicitation available. The proposed contract action is for a product or services for which Dixie County Sheriff’s Office intends to negotiate and award with only one source under the authority of Florida Statute § 287.057(5)(3)(c), F.S. 2022. Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. 

The Sheriff’s Office intends to negotiate sole-source procurement to use the services of SmartCOP to install software to provide officer and public safety. The system uses GPS location and current officer activity to track personnel in real time. This allows each officer to have a situational awareness of other officers and their activity. This will assist officers and allows maximum possible protections for backup in response to public safety requests. The Sheriff’s Office would contract this procurement with SmartCOP. SmartCOP will be implementing their Computer Aided Dispatch, records management system, jail management system and mobile computing components. Implementation of these modules will provide the agency with the tools necessary to become compliant with new federal and state reporting requirements including National Incident Based Reporting (NIBRS), Florida Incident Based Reporting (FIRBS) and Florida’s Criminal Justice Data Transparency (CJDT).  Additionally, the software implementation will provide significant mobile capabilities which enable our first responders to access, respond and resolve emergencies quickly and efficiently.  This project consists of software licensing as well as professional services, including project management, training, and data migration.

Interested firms or individuals may identify their interest and capability to respond to the requirement by submitting in writing their name, address, point of contact, telephone number, email, and a statement regarding capability to provide the specified procurement. Interested firms will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirements stated herein. All responses received within fifteen (15) business days after the date of publication of this synopsis will be reviewed by the Sheriff’s Office. A determination by the Sheriff not to compete this proposed action based on the responses to this notice is solely within the discretion of the Sheriff. Purchases over $25,000 will be forwarded to the Dixie County Board of County Commissioners for approval.
