FINAL PUBLIC NOTICE
The Federal Emergency Management Agency (FEMA) has received the subgrant application for Dixie County due to damages as a result of Hurricane Idalia (DR-4734-FL). Pursuant to Executive Order 11988, Executive Order 11990 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for projects under the Public Assistance (PA) Program.
An initial disaster-wide Public Notice for Hurricane Idalia (DR-4734-FL) was published on 09/06/2023. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding of an action located within the floodplain. FEMA has determined that the only practicable alternative is to repair this facility at its original location within the Coastal High Hazard Area because the facility supports recreational values of the floodplain and facilitates open space use.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Floodplain/Wetlands: Project is located in a VE Zone per Dixie County Flood Insurance Rate Map (FIRM) Panel Number 12029C0383E, dated 01/18/2019. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.
Proposed Work and Purpose: The actions will include removing and replacing one (1) 25′ weather tower, removing and replacing 320 SF of chain link fence with four (4) fence post in concrete footing, replacing fifteen (15) wood picnic tables, replacing fifteen (15) mounted grills, replacing twelve (12) trash cans, replacing one (1) flagpole and hooks, replacing one (1) American flag, replacing one (1) fish cleaning station and replacing one (1) 158 LF stainless steel handrail.
The purpose of the work is to restore Butler Douglas Park’s essential recreational function for the community, facilitate open space use for residents and visitors, and support the community’s safety efforts by enabling the weather data gathering.
Project Alternatives: FEMA has considered the no-action alternative, as required by Title 44 of the Code of Federal Regulations and has determined it is impracticable as the facility serves as a recreational area, the in-kind repairs are relatively small in scale and said repairs support the recreational area, which is already part of the community, facilitates its open space use, and preserve the natural and cultural values of the floodplain, such as beauty and recreation, and enables weather data gathering, which is essential for the community’s safety and welfare. The no action alternative would adversely impact the community. No alternative locations were considered due to the facilities already being part of the community and the relocation would impact its cultural/recreational/scientific/safety resources.
